Good afternoon Brain, today I had a new collecion agency contacted me, they are called... Independence Capital recovery, LLC... They appoched me by trying to do a settlement out of the blue, no options to dispute, is this even legal?

Yes. Send them a Verification letter to make them prove they own or have the right to collect upon the debt.

Edward, try using this one. Add your info and send certified, return receipt requested. Keep a copy of the SIGNED letter and green card when it returns. Thank you, hope it helps. Brian Parker
